Environmental Services is constructing a project that will install and upsize public sewer pipes and construct green street planters in the Buckman and Kerns neighborhoods. These improvements will increase sewer capacity, relieve sewer backups, and help reduce street flooding.
GENERAL SCHEDULE
Construction is ongoing and is anticipated to be finished by early 2026. Work occurs in stages, and not all at once.
WHAT'S HAPPENING NOW
All work is weather-dependent and subject to change.
The City has issued a Title 18 Noise Code Interim Rule, effective May 15, 2025, allowing construction activities may begin work at 6:00 a.m., Monday through Saturday without a noise variance only when the temperature predicted by the National Weather Service is expected to exceed 85 degrees Fahrenheit by 3:00 p.m. The Interim Rule will be in effect for 120 days and will expire on September 15, 2025.
Remainder of this week:
Construction will resume during work hours between 7:00am and 6:00pm, Monday through Friday. Work may be done on some Saturdays, as well at the following locations:
•Start constructing sewer mainline and connections on NE 28th Ave between NE Couch and Davis streets.
•CIPP WORK POSTPONED DUE TO URGENT PROJECT NEARBY AT NE 24TH AND COUCH
•Pave (WEATHER DEPENDENT):
oSE Salmon St between SE 14th and 15th avenues.
oSE 15th Ave north of SE Salmon St.
•Crews will be pouring concrete throughout the project area. These are for sidewalks and driveways where temporary asphalt patches are currently.
Continue work on ADA ramps and green street construction at the following locations:
•SE 30th Pl south of E Burnside St.
Week of June 23:
Construction will resume during work hours between 7:00am and 6:00pm, Monday through Friday. Work may be done on some Saturdays, as well at the following locations:
•Finish constructing sewer mainline and connections on NE 28th Ave between NE Couch and Davis streets.
•Start constructing sewer mainline and connections on NE 28th Ave between NE Davis and Everett streets.
•CIPP WORK POSTPONED DUE TO URGENT PROJECT NEARBY AT NE 24TH AND COUCH
•Concrete Pave (WEATHER DEPENDENT):
oSE 25th off SE Hawthorne Blvd.
oSE 21st Ave north of SE Salmon St.
oSE 24th Ave south of SE Main St.
•Crews will be pouring concrete throughout the project area. These are for sidewalks and driveways where temporary asphalt patches are currently.
Continue work on ADA ramps and green street construction at the following locations:
•SE 30th Pl south of E Burnside St.
Week of June 30 (No work on July 4 due to holiday):
Construction will resume during work hours between 7:00am and 6:00pm, Monday through Friday. Work may be done on some Saturdays, as well at the following locations:
•Finish constructing sewer mainline and connections on NE 28th Ave between NE Davis and Everett streets.
•Pave (WEATHER DEPENDENT):
oSE Alder St from SE 17th to 19th avenues.
oMiscellaneous green streets areas.
•Crews will be pouring concrete throughout the project area. These are for sidewalks and driveways where temporary asphalt patches are currently.
Continue work on ADA ramps and green street construction at the following locations:
•SE 30th Pl south of E Burnside St.
Green street planters are built in phases with periods of inactivity between each phase. Excavation will happen first, then the contractor will build forms and pour concrete. Once the concrete has set, crews will return to fill the planters with soil. Plants and trees will be installed later when weather conditions are appropriate to plant. Please note: The holes that will be excavated for each green street planter will look bigger than the finished product.
NO PARKING SIGNS - TOWING VEHICLES
The contractor posts NO PARKING signs on streets where crews are working and staging equipment and materials. Be sure to check the sign for the hours of closure. Some will be 7 a.m. to 6 p.m., and some may be for 24 hours a day. If the signs are for 7 a.m. to 6 p.m., plan to move your vehicles off the street by 7 a.m. and return them at 6 p.m. on days when crews are working. Keeping your vehicles parked on the street puts them at risk of being towed, delays the work, and extends the inconvenience to you and your neighbors. The contractor has had to have several vehicles towed recently. Please be mindful if you are leaving for vacation on where you park your vehicle.

CONSTRUCTION METHODS
The contractor will use open trench excavation and cured-in-place-pipe lining (CIPP) to construct sewer and stormwater improvements. Most of the mainline public sewer pipes will be replaced with the open trench excavation method.
